Right-handed neutrinos as a zero mode of a trace-preserving channel

Description

The framework [1] contains one neutrino-specific structural statement and one protocol registration, and no neutrino section. This paper supplies both. Right-handed neutrinos are identified neither with a representation-theoretic center nor with a new field sector, but with the zero mode of a trace-preserving channel: the stationary, population-conserving direction of the channel spectrum, that is, the singlet (uniform) direction among the five population directions. The identification is an existence and counting statement; it necessarily carries no charge assignment (§2.3 gives the derivation rather than a bare announcement) and produces no mass scale [2]. The scale that does appear, the type-I seesaw scale, is fixed by observed neutrino oscillation data to lie within a factor 1.167 of M_R = 1.21 10^15 GeV. The factor 1.167 is the ratio of the largest to the smallest m_3 permitted by the oscillation data (0.0584768 eV and 0.0500999 eV), which is the same as the width of the permitted M_R window because M_R scales as 1/m_3. The expression that produces this number is M_R = y_^2 v^2 / m_ with v the electroweak scale 246.220 GeV, y_ = 1 and m_ = 0.05 eV. The electroweak scale is the correct caliber here — not the framework's condensation anchor, v_cond = 0.235766 GeV, which enters lepton mass ratios — because the v of the seesaw is fixed by the Dirac mass term m_D = y_ . Substituting the condensation anchor instead displaces the predicted mass scale by a factor 1.0906 x 10^6 and is excluded. Settling this caliber also settles the status of the number. The v of the seesaw is supplied by measurement, and the framework's own dimensional anchor carries a dimensionless factor for which an exhaustive search finds no expression. The seesaw scale is therefore structurally a protocol quantity, not a derived one. That is a property of the theory's structure, not a gap awaiting computation. The generation structure s
