Description
Abstract:
The crisis of overpopulation and abandonment of street animals in Latin America requires a transition from traditional extermination schemes or administrative indifference toward public policies grounded in the "One Health" paradigm, social co-responsibility, and ethical population management (Trap-Neuter-Return - TNR). This article analyzes the dogmatic, constitutional, sanitary, and comparative law foundations (Chile, Argentina, Mexico City, and San Luis Potosí) that gave rise to the statement of reasons and official institution of August 2 as the "Municipal Day of the Community Animal" in the municipality of Huejotzingo, Puebla. Through the synergy between organized civil society—spearheaded by Justicia Animalista and the Movimiento Animalista de Puebla (MAP)—and the municipal government, the first precedent in the State of Puebla is established to culturally and administratively recognize community animals as subjects of collective guardianship and integral members of the urban fabric.
