THE SOCIAL ETHOS AND DIALECTICAL CHARACTERISTICS OF CYBERSECURITY
Authors/Creators
- 1. Independent researcher of Fergana State University
Description
The article interprets cybersecurity not as a collection of technical safeguards but as a social ethos integrating rights, duties, trust and mutual care. It identifies the victim-blaming risk of turning individual caution into absolute responsibility. A multi-level architecture of responsibility is proposed across corporate design, data protection and state guarantees. Responsibility is argued to be proportional to authority, resources, foreseeability and capacity to mitigate harm.
