Digital Financial Inclusion, Public Investment Efficiency, Financial Literacy, and Household Economic Resilience: The Moderating Role of Government Policy Support in Uganda: A Focused Integrative Evidence Review
Description
Digital financial inclusion, financial literacy and efficient public investment may support household resilience through different mechanisms, but evidence is often discussed without distinguishing access from outcomes or household from institutional measures. This focused integrative review examines their connections and the proposed moderating role of government policy support in Uganda. Structured web discovery and original-source verification were conducted on October 22, 2026. Thirteen analytical publications were synthesized: eight primary research publications, one meta-analysis, one population-survey presentation and three institutional diagnostics. Qualitative appraisal examined design, measurement, identifying assumptions, implementation, version changes and transferability. The review separates observed findings from proposed mechanisms. Digital finance can facilitate risk sharing, yet benefits vary with context and effective use. Financial education supports some financial behaviours, while Ugandan evidence identifies alternative pathways, adverse debt outcomes and uncertain long-term effects. Public-investment diagnostics highlight the gap between formal institutions and reliable service delivery. Together, the evidence supports a conditional framework linking financial channels, practical capability and functioning public assets to household protection and recovery. Government policy support is a plausible moderator, but the assembled sources do not test the complete interaction model. A linked multilevel panel is proposed for evaluation. Bounded searching, uneven full-text access and heterogeneous outcomes limit inference. No new household observations or statistical moderation effect is claimed.
