KALEIDOS Knowledge Valorisation Policy Brief - European Level

This policy brief presents recommendations to strengthen knowledge valorisation (KV) and Open Science across the European Union by improving the conditions under which universities, innovation ecosystems, and societal actors collaborate. Drawing on four participatory workshops involving 47 participants from Quadruple Helix ecosystems, a dedicated European-level session, and an analysis of the European research and innovation policy framework, it identifies key gaps in the continuity of ecosystem coordination, the recognition of knowledge valorisation professionals, impact measurement, and accessibility for smaller organisations. The brief proposes five recommendations: supporting long-term ecosystem coordination; recognising professional roles and careers in knowledge valorisation; funding collaboration beyond individual project lifecycles; adapting measurement frameworks to institutional and ecosystem levels; and simplifying participation requirements for smaller organisations. These recommendations aim to strengthen the sustainability, inclusiveness, and societal impact of European research and innovation ecosystems.
