V2DL3 - release 0.9.0 of the VERITAS (VEGAS and Eventdisplay) to DL3 Converter.

This release improves Eventdisplay and VEGAS conversions, with fixes for time handling, IRF selection, and FITS metadata.

• Eventdisplay: Corrected GTI mask transitions and run-end handling, event timestamps across midnight, participating-telescope counts, and wind-speed units. IRF selection now preserves azimuth-bin identities, applies filter-independent conditions, and avoids duplicated IRFs in single-offset cases.
• FITS output: Preserved observation-index time precision and complete index strings and file paths. Added safer handling for empty filtered event lists, missing time-mask directories, and PSF energy-axis limits.
• VEGAS: Improved ontime and livetime calculations, theta-squared reading, energy corrections, and noise handling, including clearer errors when no valid noise events are available.
• Tools and documentation: Added command-line entry points for querying Eventdisplay run parameters and comparing FITS files. Updated conversion examples and GADF index-table references.

The release also adds broad unit-test coverage for conversion metadata, units, time masks, IRF selection, and FITS output.
