Sri Lanka Cement Industry 2026: Recovery, Supply and Prices
Authors/Creators
Description
Sri Lanka's cement supply is recovering, but its level and composition differ sharply from the pre-crisis market. This audit combines Central Bank annual cement statistics for 2013–2025 with comparable first-half 2026 observations, construction indicators, producer financial disclosures and regulatory sources inspected through 22 September 2026. It provides a source-linked dataset, an explicit vintage ledger and reproducible descriptive calculations. Local production plus direct imports reached 4.971 million tonnes in 2025, 36.4% above the 2023 trough but 38.8% below 2019. Local production was 23.8% above its 2019 level, while finished imports were 83.8% lower. The domestic-production share consequently rose from 41.8% to 84.6%, without establishing reduced dependence on imported clinker. First-half 2026 supply increased 16.9%, although June alone declined 3.8%. Annual-average ex-factory and CIF import measures eased from their crisis peaks while remaining substantially above 2019 in nominal rupees. Conflicting official 2024 import observations are retained rather than silently reconciled. Tokyo Cement's group accounts show annual margin pressure, but its latest quarter combines improved gross margin with a larger tax charge and lower after-tax profit. The wider analysis connects product choice, logistics, capacity, working capital and environmental requirements to observable conditions for recovery. Production plus imports remains an availability proxy rather than final consumption. The findings support conditional monitoring of volumes, operating returns and delivery constraints, without inferring national company shares, retail bag prices or a numerical market forecast.
Archival edition and evidence: This record preserves report edition 1.1, first released on 22 September 2026, with evidence edition e01/s00 and methodology 1.1.0. Archive revision 1 is separate from the PDF edition. The original work was first published on 23 June 2025. Archiving does not refresh the historical evidence. The package contains real historical public-source observations, not fictional teaching demonstrations.
Files and reproduction: Read Sri_Lanka_Cement_Industry_2026_v1.1.pdf for the sealed 17-page report. Sri_Lanka_Cement_Industry_2026_v1.1_archive-r1.zip contains that exact PDF, the manuscript, 174 observations, 144 calculations, source vintages, references, figures, original Python code, citation exports, rights notices and checksums. Extract the ZIP, follow README.md to install the pinned Python 3.12 environment, then run python3 tools/verify_package.py --reproduce from the extracted package root. The supplied inputs reproduce seven public outputs exactly.
