Discipline: universal CI/CD gatekeeper and AI coding agent diff sentinel

Discipline is a CI/CD diff sentinel and AI coding agent gatekeeper built in Rust. One static binary runs the same declarative gates in GitHub Actions, GitLab CI/CD, Forgejo and Gitea Actions, Argo Workflows, pre-commit hooks, and a coding agent's local loop. Its gates read changes through tree-sitter syntax trees: weakened or deleted assertions, vacuous tests, unsafe blocks without a SAFETY justification, unexplained deletions of tests and benchmarks, and CPU cycle and instruction regressions judged with confidence intervals.

Dual-licensed MIT OR Apache-2.0. This record lists Apache-2.0 because Zenodo accepts a single licence identifier; the MIT option applies equally (see LICENSE-MIT in the archived source).
