Description

This policy note, authored by René A.G. Teunissen (Erasmus University Rotterdam, EUF Steering Committee), examines governance gaps in the implementation of the EU's Erasmus+ programme. As such, the note identifies three structural tensions: information asymmetry between the Commission and Parliament, the ex-post nature of parliamentary oversight, and a disconnect between technical monitoring and democratic accountability; along with these a fourth cross-cutting weakness i.e. the weak institutionalisation of practice-based evidence from stakeholders and end users. From these tensions, the note proposes four governance objectives and five guiding principles for stakeholder inclusion to improve the governance of Erasmus+, EU's flagship programme.
