Shannon surprisal measures the improbability of an outcome under a stated probability model. It does not, by that definition, measure what the outcome means. In an answer-key game, a target and rules supply a criterion of success; an information score can guide the search without supplying that criterion. An uncontrolled text-scoring observation motivates the distinction but does not establish a result about reader salience. A separate mathematical example makes the reporting boundary exact. Using the reflection-pair convention of TN Postmaster, we define a positive probability distribution on folded zeta-zero states and prove its entropy finite without assuming the Riemann hypothesis. Keeping the ordinate as additional information changes the recovery question. This is not a theorem about collisions on the actual zero locus or a proof concerning RH. The title names a separation of jobs: exact measurement, a criterion for its use, and interpretation are not interchangeable.
