Praetor: Framing the Sovereign Data Fabric and Factory

Description

Missions that combine controlled data exchange, heterogeneous computation, and agentic operations across administrative boundaries face intersecting problems of authority, data movement, data management, accountable execution, and consumption economics. This paper, the first of the Praetor series, asks what obligations such a mission must satisfy and proposes evaluating Praetor as a composition of explicit authority, data-handling, execution, and evidence contracts. The framing draws on Justin H. Kuiper’s human-governance framework, Intent Horizon theory, and Cognitive Exchange contracts as attributed conceptual foundations. Eight synthetic use cases cover Legion administrative operations, semantic routing, data custody and preparation, agentic operations, local/cloud/HPC access, quantum access, SIL/HIL refinement, and deployable Nano labs. A synthetic end-to-end mission traces normal, denied, stale, revoked, unavailable, and ambiguous outcomes. A simpler well-governed gateway is retained as a falsifying alternative. The architecture and proposed tests are unvalidated; no implementation, integration performance, or customer result is claimed. This is a working-paper preprint; partner-dependent claims remain identified as requiring partner input.
