NOMOS 13 — The Final Say Remains Human: A Proposed Constitution for Human Sovereignty in the Age of AI Agents

NOMOS 13 is a thirteen-article proposed constitution for preserving human sovereignty when AI agents decide and act on people's behalf. It brings together identity, representation, purpose, consent, authority, choice, visible machine action and receipts, memory, disclosure, explanation, challenge, stopping, exit, redress and institutional responsibility. The people, organisations, transactions and dates in the book are fictional examples constructed for explanation and audit analysis. The work is not a constitution in force, a binding legal instrument, legal advice, certification or an empirical research finding. Turkish is the source edition; the English, German, Arabic, Russian and Spanish editions were prepared with AI assistance. No independent human native-language review or academic peer review is claimed.
