Description
What's Changed
This adds the horizontal, or spatial domains inside an HRU, time-dynamic fractions of an HRU. All is backwards compatible and companion coupled code and frameworks maintained by this group (Next Gen, OpenWQ, Summa-Actors) have been updated to agree.
