Description
The coastal land transition process in Brazil, driven by PEC 03/2022 — which proposes the extinction of seashore lands as public assets of the Federal Union — highlights the need for legal and technological instruments capable of supporting large-scale territorial regularisation. In this context, CNJ Provimento No. 195/2025 plays a central role by establishing the Real Estate Registry Geographic Information System (SIG-RI) and the National Registration Catalogue (CNM), digital tools for geo-referencing and cadastral interoperability. This article analyses Provimento No. 195/2025 as an instrument of coastal land governance, investigating how the SIG-RI and CNM could support territorial regularisation arising from the eventual extinction of seashore lands — or mitigate existing land conflicts should the institution be maintained — with attention to socio-environmental impacts and the prospects for sustainable, digitally integrated coastal management. The research is part of a broader effort to develop a modulation proposal for the coastal land transition, carried out within the framework of ongoing
doctoral research. A qualitative and exploratory methodology was adopted, based on legislative and doctrinal analysis and the examination of a concrete case.
