Morocco Public Procurement & Tenders Open Benchmark (2020–2026)

This open dataset provides structured, normalized, and bilingual (French & Arabic) public procurement data from the Kingdom of Morocco, maintained by the Soumit Intelligence Engine (https://soumit.ma).

1. Scope & Purpose

Moroccan public procurement represents over 300 Billion MAD (~$30B USD) in annual public expenditure. This benchmark aggregates public tenders (appels d'offres), contracting authorities (maîtres d'ouvrage), CPV classifications, estimated budgets in Moroccan Dirhams (MAD), provisional bid bonds (cautionnement provisoire), and regulatory compliance indicators under the new Moroccan Public Procurement Decree (Décret n° 2-22-431).

2. Key Features & Data Assets

• tenders.parquet / tenders.csv: Complete tender notices, CPV codes, submission deadlines, estimated budgets, and bilingual summaries.
• moroccan_public_buyers_directory.csv: Standardized knowledge graph of Ministries, CHUs, State-Owned Enterprises (ONCF, ADM, ONEE, MASEN, OCP), and Municipalities.
• Décret n° 2-22-431 Compliance: 30% TPME (Small and Medium Enterprises) quota reservation indicators and dematerialized submission standards.
