This study aims to analyze the development model of Tahfiz Al-Qur'an in the process of internalizing Qur’anic moral values among students at Madrasah Ibtidaiyah Tahfiz Qur’an (MITQ), Jamilurrahman, Yogyakarta. The background of this research stems from the gap between students’ Qur’anic memorization achievements and the consistency of Qur’anic moral behavior in daily life. This study employs a qualitative approach with a phenomenological type to explore the subjective experiences of the principal, tahfiz teachers, students, and parents in implementing the tahfiz development program. Data collection techniques include participatory observation, in-depth interviews, and documentation studies. Data analysis was conducted using the interactive model of Miles and Huberman, which involves the stages of data reduction, data display, and conclusion drawing. The findings indicate that tahfiz development at MITQ Jamilurrahman is implemented in an integrated manner through a strong institutional vision, structured learning methods, tiered stages, and continuous evaluation. The internalization of Qur’anic moral values occurs effectively through habituation, teacher role modeling, and synergy between the madrasah and the family, as reflected in students’ honest behavior, discipline, responsibility, and social concern. This study affirms that holistically designed tahfiz education is capable of transforming Qur’anic memorization into a medium for sustainable Qur’anic character formation.
