The Missing Column: measured institutional silence on men and boys in international accounting systems

USD 71.8 billion a year is marked for gender equality by stated intent. The men-and-boys column beside it is not zero: it is structurally uncountable. At UN Women, 320 girls-only publications stand against 4 boys-only; in 24,043 words of UN child-justice guidance the word boys does not appear, for a detained population the UN itself counts as 94 per cent male. This paper measures the missing column, and publishes its own errors, dated.

The Missing Column documents, with preregistered text censuses, replicated controls and a public correction log, how international development and equality institutions account for money by stated purpose rather than measured outcome, with no field recording who a project's beneficiary is, for either sex, and what that architecture produces for men and boys.

Why this new version (1.1.0, 3 September 2026). Version 1.0.0 printed one wrong figure. Section 3.5 gave the Multi-Partner Trust Fund Office's 2023 contribution to UN Women as USD 61.9 million and called it an amount coincidence with the aid-class figure in section 3.2. The funder portal's own figure is USD 51.9 million, and there was no coincidence: 61.9 belongs only to the unrelated aid-class figure. The error is logged as corr-097, dated 2 September 2026, in the public corrections log at unformentoo.org. All other figures and the claims audit are unchanged. This version also replaces local file paths in claims-table.csv's evidence column with repository-relative paths, and dates the register counts below to deposit day so they cannot drift.

Findings. A purpose ledger of USD 71.8 billion a year beside a structurally uncountable men-and-boys series (the marker system's own handbook: the marker "cannot and does not intend to measure the outcome or impact"). A measured male beneficiary class that is nearly empty at record level: zero of Norway's 7,270 aid rows aimed at men's own outcomes; a global class dominated by a single procedure; fifty recorded dollars in the IATI register against the exploitation of boys in Thailand. Text corpora running sixteen to nineteen times above a replicated sector baseline (UN Women 320 girls-only publications against 4 boys-only; WHO 4.23:1 and World Bank 5.00:1 under identical preregistered rules). 24,043 words of UN child-justice guidance without the word boys, for a detained population the UN itself counts as 94 per cent male. Funding censuses across 25 funders at near parity in biomedicine (1.07:1) and four against 144 in participation programmes. A six-link institutional chain (finding, owner, indicator, budget, report, accountability) fully named for women and girls and empty from link two onward. A national deep case (Norway) reaching a directorate function of NOK 721.6 million whose equality share is unmeasurable in the state's own documents.

Method and credibility. Rules were fixed before results; two of the project's own measures were killed by their own controls and are published as withdrawn; one preregistered experiment disconfirmed and is published as designed; the public correction log has cut against the project's own thesis, dated. All 172 factual assertions in the paper were independently audited before deposit; the audit ships inside the paper as Appendix A and beside it as claims-table.csv, built for row-by-row spot-checking.

What this paper does not claim. No motive or intent of any institution. No causation from the correlations in its context sections. Nothing against UN Women: the machinery that exists is conceded as real, funded and effective, and its results are used as evidence the model works. The argument is for a second column in the same ledger, not a smaller first column.
