Description

The Genome Covenant: A Manifesto for the New Eugenics is a philosophical manifesto by Herbert R. Sim on genetic responsibility, reproductive technology, human dignity and the ethical future of self-directed human evolution.

The article argues that emerging technologies such as CRISPR gene editing, embryo screening, mitochondrial replacement therapy and ectogenesis have created a historical turning point: humanity is beginning to acquire the power not only to treat inherited biological conditions, but to intervene earlier in the conditions of heredity itself. The manifesto frames this development as requiring a new ethical covenant grounded in autonomy, compassion, justice and responsibility.

The work explicitly distinguishes the “New Eugenics” from the coercive and abusive eugenics movements of the past. It rejects state compulsion, racial hierarchy, forced sterilization and the reduction of human beings to biological rank. Instead, it proposes a voluntary, family-centered and rights-based approach to genetic decision-making, focused on preventing suffering, preserving human dignity, protecting diversity, resisting commodification and ensuring equitable access to beneficial genetic technologies.

The manifesto addresses the moral tension between therapy and enhancement, the responsibilities of parents and societies, the risks of genetic inequality, the dangers of designer-baby consumerism, and the need for international public dialogue around the governance of reproductive and genetic technologies. It presents the Genome Covenant as a founding statement for a future in which human biological capability may be shaped deliberately, but only under conditions of freedom, humility, transparency and respect for the person.
