Human-Sovereignty Transhumanism is the foundational philosophical statement of Human-Sovereignty Transhumanism, first published in 2014 by Herbert R. Sim. It presents a rights-based and person-centered approach to technological evolution, arguing that science and technology may be used to overcome human limitation, disease, disability, cognitive constraint and unnecessary suffering, but must never transfer ownership, authority or ultimate control over the person to governments, corporations, platforms, artificial intelligence systems or machines.

The article defines human sovereignty as meaningful self-government within conditions of technological interdependence. It affirms responsible enhancement while requiring that every technological intervention preserve the dignity, authority, identity and effective freedom of the person. The work rejects both compulsory biological stasis and unconditional technological surrender, defending both the freedom to enhance and the equal freedom to refuse enhancement.

The article sets out a moral framework for future human-enhancement technologies, including artificial intelligence, neurotechnology, genetic technologies, prosthetics, implants, synthetic organs and robotic systems. It emphasizes bodily and cognitive sovereignty, continuing consent, intimate data protection, user control, reversibility, exit, continuity, human accountability, non-discrimination, justice of access and intergenerational responsibility.
