Human Resources strategy

Description

The Human Resources (HR) strategy under the RIS4SEB project focuses on enhancing the research ecosystem within the schools of economics and business. It recognises that strategic human resource management is a key driver of quality, performance, and innovation in higher education institutions and international research collaboration. In the context of increasing global competition and growing expectations for research excellence, the development of well-structured HR policies is essential for institutional resilience, talent retention, and long-term impact.
In this context, the HR strategy aims to create a comprehensive framework for attracting, retaining, and up-skilling research talents at universities and schools of economics and business, equipping them with the necessary skills and tools to excel in their roles. By addressing critical needs in training, capacity building, and institutional reform, the strategy provides strategic guidelines for strengthening the research ecosystems of RIS4SEB widening institutions and supporting sustainable growth and innovation. This strategy also aims to empower research managers (RMs) with the tools and training necessary for driving innovation and excellence in research management.
It was jointly developed by partner universities — Estonian Business School (EBS), School of Economics and Business, Kaunas University of Technology (KTU SEB), and Prague University of Economics and Business (VŠE) — and advised by the leadership and expertise of Bocconi University (UB), which brought higher advanced practices in HR development as well as strategic research management. It guaranteed that the strategy takes into account both the contextual challenges that widening institutions themselves face as well as their intentions to meet the European standards of excellence.

The HR strategy provides a flexible framework tailored to the needs and opportunities identified by RIS4SEB partner institutions. At the same time, several elements of the strategic guidelines may be transferable and adaptable to other schools of economics and business, particularly those in widening countries in Central and Eastern Europe, depending on their institutional characteristics, strategic priorities, and operational frameworks.
