Public disclosure record of Canadian carbon storage: Alberta registry census, tonnage series and disclosure funnel

What Canada publishes about carbon dioxide storage, and what compels each publication.

An executive summary with a dashboard and a list of gaps, then four series. A census of every monitoring, measurement and verification plan, closure plan and annual report on the Alberta Energy Regulator's Carbon Sequestration Project Reports page, with the Alberta knowledge sharing reports: the complete population, not a sample. Every published Canadian storage quantity traced to its source document, with the operator figure, the reporting basis and any inconsistency recorded. A disclosure funnel recording, instrument by instrument, what must be produced, who produces it and under what compulsion, who checks it, whether it is published, on what basis, and which instruments each row depends on. The instruments themselves, with citations, and whether each is publicly available.

Publication rests on five bases: statute, rule, notice, contract and practice. They differ in how readily publication can be withdrawn, which is why they are separated. Alberta's storage documents are filed under rule but published as administrative practice, so that layer could be withdrawn without rulemaking. Two instruments governing disclosure are not themselves public: the ministerial order delegating oversight, and the federal template fixing the content of reports a statute requires to be published. Who generates a quantity and who publishes it are different questions, and a public record can fail on either.
