A compiled record of what Canada publishes about carbon dioxide storage, and of what compels each publication. An executive summary with a dashboard and a consolidated list of gaps, then four series: a census of every monitoring, measurement and verification plan, closure plan and annual report published on the Alberta Energy Regulator's Carbon Sequestration Project Reports page, together with the Alberta knowledge sharing reports, complete population at the re-enumeration date rather than a sample; every published Canadian storage quantity traced to its source document, with the operator figure, the reporting basis and any internal inconsistency recorded; a disclosure funnel setting out, instrument by instrument, what must be produced, who checks it, whether it is published, and on what basis publication rests; and an instruments table recording each instrument's citation, what it requires, whether it compels publication of that output, and whether the instrument itself is publicly available.
The funnel separates five bases of publication, because they differ in how readily publication can be withdrawn: by statute, by rule, by notice, by contract, and by practice. The distinction matters. Alberta's carbon storage documents are filed under rule but published as administrative practice, so that layer could be withdrawn without rulemaking. Two instruments that govern disclosure are not themselves publicly available: the ministerial order delegating oversight, and the federal template setting the content of reports a statute requires to be published.
