Description
This policy brief presents a scenario modelling study on setting a meaningful low-carbon concrete quota for EU public procurement under the Industrial Accelerator Act (IAA). It challenges the European Commission’s initially proposed 5% quota by demonstrating that the EU market can deliver substantially higher quotas, ranging between 32% and 79%, depending on the definition of low-carbon concrete applied. The study evaluates supply capacity, demand projections, and technology readiness to inform quota setting that supports both near-term deployment and long-term innovation in concrete decarbonisation.
