The Cold Standard — A Fixed Reference for a Record That Won't Stop Moving

As AI systems come to write, store, retrieve, summarise and interpret institutional records, every available check on a record is performed by tools of the same class as the thing being checked.
A record whose authenticity rests on institutional assertion alone is a fiat record — and the physical difficulty of coherent forgery that once backstopped assertion is gone. This working paper defines the missing instrument: the Cold Standard, a fixed, sealed corpus held beyond the executable reach of any system on Earth, opened only through governed human action, and consulted routinely — in normal operation — to answer one narrow question: is what an institution holds now what it sealed then? Where every existing cold and off-world archive, from the Svalbard vaults to the Estonian data embassy to operating lunar data centres, is designed as a backup for after a catastrophe, a cold standard is a reference for ordinary days.
The paper grounds the design in two precedents that each ran for about a century — the International Prototype Kilogram and monetary convertibility — defines a six-tier isolation ladder ordered by non-adjacency, pairs fixity by isolation with fixity by dissemination, introduces record drift as a measurable, states the last-mile limits honestly, and closes with five questions for boards and a proposed work item for standards bodies.
A backup answers what survives. A cold standard answers what changed.
