Finding the Physical Unit 1: Balmer Normalization for a Recursive Phase–Transport Model of Physics

We propose that the recursive phase–transport structure developed for the twin-prime con-
struction may have a corresponding organization in physical law. Before individual physical
quantities can be assigned to the numerical states of that hierarchy, however, a more basic
problem must be resolved: the physical system requires a well-defined quantity to serve as the
normalized unit 1. This paper addresses that foundational problem
