SDIS-01 — Foundations of Digital Sovereignty: Definitions, Drivers, and a Reference Framework for National Digital Infrastructure
Digital sovereignty has moved from a niche policy phrase to a design constraint that shapes procurement, architecture, and standards decisions across governments and regulated industries — yet the term is used inconsistently, sometimes meaning data residency, sometimes operational control, sometimes strategic independence from a handful of foreign technology vendors. This paper opens the Sovereign Digital Infrastructure Series by proposing a precise, layered definition of digital sovereignty and a reference framework that the remaining eleven papers in the series build on.
The paper traces the term's evolution from a data-protection concept to an infrastructure-policy concept, decomposes sovereignty into four control planes — data, compute, operations, and governance — and shows how existing initiatives (Gaia-X, the EU Cloud Sovereignty Framework, SecNumCloud, India's data localization rules, and national AI compute programs) map unevenly onto these planes, which explains why sovereignty debates so often talk past one another. It presents six detailed case studies, addresses the most common objections to a plane-based framework, examines the economics of sovereignty investment, and concludes with a five-level maturity model, a self-assessment checklist, and a glossary.
