Skilling India's MSMEs: A Pathway to Employment and Economic Growth

Abstract

Micro, Small and Medium Enterprises (MSMEs) constitute the backbone of the Indian economy, contributing nearly 30% of the Gross Domestic Product and providing employment to more than 11 crore people across manufacturing and service activities. Despite their scale, the sector continues to be constrained by a large skill deficit, low productivity, and limited access to structured training, which weakens its capacity to absorb technological change and compete globally. This paper examines the role of skill development in strengthening MSME performance, generating sustainable employment, and accelerating inclusive economic growth in India. Using a descriptive and analytical research design based on secondary data drawn from government reports, the Annual Survey of Industries, Periodic Labour Force Survey bulletins, and publications of the Ministry of Skill Development and Entrepreneurship and the Ministry of MSME, the study evaluates major skilling schemes such as the PradhanMantriKaushalVikasYojana, the National Apprenticeship Promotion Scheme, and Tool Rooms and Technology Development Centres. The paper finds that skilling initiatives have measurably improved employability and productivity in pockets, but suffer from fragmented delivery, poor industry linkage, and inadequate reach to informal and rural micro-enterprises. The study concludes with a policy framework emphasising demand-driven curricula, cluster-based training, digital and green skills, and stronger convergence between skilling bodies and MSME promotion agencies to unlock the sector's full employment and growth potential.
