The Governance Reclamation Doctrine

The Governance Reclamation Doctrine proposes a constitutional framework for governing Intelligence Assets in the Age of The New Intelligence. It argues that contemporary AI governance is often too narrowly focused on operational concerns such as privacy, compliance, security, model oversight, and risk management. While essential, those disciplines do not answer the more fundamental questions of purpose, authority, accountability, and human stewardship.

The monograph defines governance as the disciplined stewardship of power in service of human flourishing and advances a three-layer model of Civilizational, Architectural, and Operational Governance. It introduces several foundational principles, including constitutional identity before capability, authority before agency, Human-in-Authority, bounded authority, governed relationships, and lifecycle governance.

The doctrine further shifts the object of governance from Artificial Intelligence alone to Intelligence Assets—governed entities through which intelligence, agency, relationships, influence, and power are exercised within human and institutional environments.

Its central proposition is that governance must attach not merely to technology, but to the Intelligence Assets through which consequential intelligence is expressed. Technology must operate within governance; governance must never be redefined by technology.
