TA-14 Admissible Human Intervention Architecture: Foundational Monograph v1.0

TA-14 Admissible Human Intervention Architecture (AHIA) establishes a governed architecture for determining when human intervention is sufficiently supported to carry consequence within AI, automated, cyber-physical, institutional, and other consequence-bearing systems.

The architecture replaces the underspecified concept of “human in the loop” with a more rigorous governing question: Was the human intervention admissible?

AHIA establishes that human presence alone is not evidence of governance. A consequence-bearing human intervention must be evaluated through the evidentiary basis available to the human, continuity of the underlying state, human standing, authority, scope, competence, operating conditions, independence, refusal and escalation capacity, determination state, binding and commitment boundaries, execution fidelity, outcome, and future reliance.

The monograph introduces the concepts of Human Standing, the Human Admissibility Boundary, designed/emergent/degraded/collapsed boundary states, Human Intervention Admissibility Levels AHI-0 through AHI-5, a Minimum Human Intervention Evidence Package, pressure-survivability requirements, fail-closed intervention governance, and admissible non-occurrence as a governed outcome.

AHIA is an architecture family within the parent TA-14 Admissible Execution Architecture and preserves the TA-14 governing principle:

No admissible evidence. No admissible execution.

The question is not: “Was a human in the loop?” The question is: “Was the human intervention admissible?”

Version 1.0 establishes the foundational public baseline for subsequent research, testing, conformance development, implementation guidance, and governed evolution of the architecture.
