AICOS: A Governance-First Architecture for Decision Intelligence, Risk Governance, and Verifiable Execution

AICOS is a governance-first artificial intelligence architecture designed to integrate decision intelligence, risk governance, probabilistic reasoning, multi-objective optimization, robust decision-making, provenance, cryptographic integrity, and verifiable execution into a unified computational framework.

The architecture distinguishes prediction from decision, explicitly represents uncertainty and constraints, evaluates decisions under alternative and adverse scenarios, and preserves decision provenance for auditability and replayability.

This research presents the conceptual and engineering foundations of AICOS, including its decision intelligence fabric, governance mechanisms, risk-aware optimization framework, provenance architecture, and Veritas-based verifiable execution model.

The work is intended as a research and engineering reference for the development of trustworthy, auditable, and governance-first AI systems capable of supporting complex financial, enterprise, and autonomous decision environments.

This work focuses on the design principles and engineering architecture underlying AICOS. It addresses the integration of heterogeneous evidence, probabilistic models, uncertainty quantification, risk constraints, multi-objective optimization, scenario and stress analysis, decision governance, provenance, cryptographic integrity, and verifiable execution.

AICOS is designed to preserve the distinction between prediction and authoritative decision-making. The architecture provides explicit mechanisms for tracing decision inputs, assumptions, models, constraints, policies, and execution states, enabling auditability, reproducibility, and deterministic replay where applicable.

The framework is presented as an architectural and research contribution rather than as a claim that all described components have been experimentally validated in production. Future work includes empirical benchmarking, independent validation, deployment evaluation, and comparative testing against established decision-intelligence and AI governance approaches.
