The Delegation Paradox: Human Agency, Moral Responsibility, and Decision Governance in the Age of Agentic AI

Artificial intelligence is moving from systems that generate outputs to systems that can plan, select tools, initiate actions, coordinate workflows, and pursue goals with decreasing levels of direct supervision. This transition from generative AI to agentic AI changes the central philosophical and institutional problem: the question is no longer only whether a machine can produce a correct answer, but what happens to human agency, moral responsibility, and organizational accountability when execution itself is delegated.
This working paper introduces the Delegation Paradox: the more operational action is delegated to autonomous or semi-autonomous systems, the more human responsibility must be structurally concentrated around purpose, authority, boundaries, review, and consequence. Delegation can transfer work, but it cannot automatically transfer answerability.
The paper distinguishes causal, computational, operational, institutional, and moral agency and develops two further analytical concepts: the Answerability Gap and Judgment Debt. It examines cognitive offloading, automation bias, human oversight, autonomous execution, and the institutional risks created when machine capability advances faster than decision governance.
The paper proposes a six-layer Human Answerability Architecture structured around Purpose, Permission, Evidence, Ownership, Intervention, and Audit & Repair. The model is intended to preserve meaningful human responsibility while allowing organizations to benefit from increasingly autonomous AI systems.
The central argument is that AI may increasingly perform actions, but human institutions must remain capable of explaining, justifying, interrupting, correcting, and accepting responsibility for those actions.
