Air Pollution Through History: From Ancient Smoke to the Age of Multi Pollutant Governance

Air pollution has a deep history that predates industrialisation, yet its causes, chemistry,
and governance have changed profoundly over time. This review synthesises evidence
from environmental history, palaeo-environmental reconstruction, emissions inventories,
epidemiology, and policy analysis to examine air pollution from ancient to modern eras.
The paper traces the development of atmospheric contamination from early metallurgical
lead and urban smoke in antiquity through medieval coal regulation, the coal-smoke
crisis of industrial Europe, catastrophic twentieth-century smog episodes, and the
contemporary era of fine particulates, nitrogen oxides, ozone, agricultural ammonia, and
transboundary haze. It argues that air pollution history is best understood as a sequence of
socio-technical regimes in which dominant fuels, economic activities, and state capacity
determine pollutant mixtures and exposure patterns. Recent scholarship has pushed the
chronology of anthropogenic pollution further back than previously assumed, while
modern burden-of-disease research shows that air pollution remains one of the largest
global health risks. At the same time, historical and contemporary case studies
demonstrate that strong regulation, cleaner fuels, emissions-control technologies,
monitoring, and international agreements can drive major reductions. The review finds
continuity in three respects: first, the tight link between combustion and poor air quality;
second, the unequal distribution of exposure and harm; and third, the recurring lag
between scientific warning and political action. It concludes that the history of air
pollution is not a linear story of inevitable improvement, but a contested process in which
gains are real, reversible, and often unevenly shared across places and populations.
