Description

Abstract (English)

The topic of territorial resources has become prominent in scientific fields, development plans and programmes, and local development. Development is based on programmes, projects and plans within the framework of public policy, which in turn involves an assessment of the territory's potential in order to identify available opportunities and capabilities. The aim is to present effective projects for the optimal utilisation of territorial resources within the competitive local and regional context. This study aims to shed light on one of the territorial resources in the capital of the Draa-Tafilalet region, the city of Errachidia, where Ain Meski, also known as Ain Zarqa, dried up after nearly 90 years of flow [1934-2021] (Khaled Halmi, 2022). It used to be a tourist resource and a natural haven for the inhabitants of the ksar in particular and the region's inhabitants in general during the summer or during religious holidays. It was also a tourist transit point. This raises the question of the extent to which the tourism sector contributes to achieving economic and social development as a territorial resource, by generating financial revenues and providing job opportunities for the local population. Here we assume that the absence of public policy in these tourist areas limits their contribution to local development. There is also a pressing need to redirect the exploitation of this resource in accordance with the variables of the times [climate, local farming and irrigation patterns, and tourism supply]. This would restore these resources and other resources of the tourist area to their lost activity, and prevent the loss of the oases, their inhabitants, palm groves and water heritage, as well as the worsening of the city's problems, and it raises the question of spatial justice. To address this issue, we adopt a descriptive analytical approach in addition to a questionnaire directed to 50 visitors. The results of the study conclude that the region does not benefit from tourism revenues, as they do not exceed 18% (Tourism Delegation in Errachidia, 2020). Moreover, the wages of human resources do not reach the minimum wage, and the length of stay is short, not exceeding one and a half days on average (results of the field questionnaire, 2017). This means that the tourism sector in the study area suffers from a double marginalisation, by public policies and by local actors.
