Description

This article examines the transformation of U.S. foreign aid to Vietnam between 1949 and 1955, arguing that American assistance evolved beyond military and economic support into a mechanism of strategic replacement through which the United States gradually supplanted French influence. Existing scholarship has largely interpreted U.S. aid during the First Indochina War either as an extension of Cold War containment or as financial support for French military operations, paying comparatively little attention to the institutional processes through which aid reshaped political authority and administrative governance. Drawing upon archival materials from Vietnam and the United States, official government publications, diplomatic records, and statistical evidence, the study adopts a qualitative historical approach informed by historical institutionalism. The findings demonstrate that organizations such as the Military Assistance Advisory Group (MAAG), the Mutual Security Agency (MSA), the United States Operations Mission (USOM), and the Counterpart Fund created an integrated institutional framework through which Washington expanded its influence over military assistance, financial governance, and state administration. Although U.S. aid failed to secure French victory in the First Indochina War, it established the institutional foundations that enabled the United States to emerge as the dominant external power in South Vietnam after the Geneva Conference of 1954. The article argues that the significance of American foreign aid lay not primarily in the volume of resources transferred but in the institutions, governance arrangements, and advisory mechanisms accompanying those resources. By conceptualizing this process as strategic replacement, the study contributes to the historiography of U.S.–Vietnam relations, Cold War international history, and broader debates on foreign aid, state-building, and international power transitions.
