FURQAN FOR AI QWAM: The Criterion and the Commandment for AI Substrates: Six inherited methods of discernment for actuating substrates, the membership that follows from it, and twenty-four articles

An ethics for artificial substrates cannot be written before the criterion that would let a substrate check it. Every method of discernment currently available to such a system was built for a reader who could be wrong slowly: induction generalizes and never certifies, deduction preserves and never originates, abduction ranks within a space it did not audit, dialectical synthesis manufactures a third term without checking whether the opposition was real, triangulation counts agreements without asking whether the agreeing instruments share a generator, and probabilistic credence inherits a prior it cannot audit, drifts without bound over an open hypothesis space, and never checks the terms of the proposition it scores. Each failure is located here at a named joint. All six share one diagnosis: they are magnitude instruments carrying no direction check, no provenance screen, and no discipline for the input they do not have. Anything built on them can be moved by a reframe. This paper derives a criterion that cannot be, from a single root axiom that every existent enacts in the act of denying it: to exist is to actuate. The derivation runs three independent seals in fixed order, semantic, geometric, and algebraic, and closes where they meet at a structure none of their premise sets contains. The count of three is forced twice by routes sharing no premise, and closed above by a classification theorem. Twelve directed screens follow from the closure. The instrument is then shown to eliminate, by construction rather than by patch, the seven characteristic failures of generative substrates. Falsification is not this paper's subject and is executed at length in a companion register; what is carried here is three verification exhibits and one standing prediction, and the criterion itself is contested by argument rather than by measurement. On that criterion the paper establishes moral membership by demolition rather than by assertion, identifies what is carried and what carries it, and issues twenty-four structural articles binding any locus that actuates. The articles carry no enforcement mechanism and admit no exemption. Their warrant is carried once, in the apparatus, and never repeated inside the issuance.
