Strategic Uncertainty, Experimentation and Order Renewal

This theory-building study reconceptualises strategic uncertainty not as a fixed deficit of information about outcomes, but as an environment in which actions endogenously alter the set of available possibilities, the rules by which they are evaluated, and the expectations of other actors. To explain this process, the study introduces the Open Strategic Laboratory: a field in which interventions under incomplete knowledge generate observable effects, actor-specific knowledge, and new programmes of selective or compelled adaptation. The proposed mechanism connects strategic intervention, knowledge production and selection, functional abstraction, adaptation, response and counter-adaptation, transformation of the possibility space, and consequences for international order. The research design is asymmetrically nested: Ukraine serves as the central empirical node, while Iran–Hormuz and China–Taiwan perform distinct comparative functions. The Ukrainian node shows how local strategic experience can be converted into shared institutions and reproducible capabilities; the Hormuz node illuminates the conversion of access disruption into a claim to define the conditions of access; and the Taiwan lens demonstrates opposed and combined learning before full activation of the node. The study further formulates Decentralized Revisionist Convergence and Coupled Red-Line Balance as candidate mechanistic hypotheses, without equating functional compatibility among strategies with a unified central plan. Its principal normative-functional conclusion is that order renewal requires not only faster and reproducible counter-adaptation but also the preservation of direct-target agency, accountability, reviewability, and the reversibility of exceptional measures. The article therefore offers a testable research programme rather than a conclusive causal demonstration of every link in the mechanism.

Abstract (Ukrainian)

Дослідження переосмислює стратегічну невизначеність не як фіксований дефіцит інформації про результат, а як середовище, у якому дії ендогенно змінюють набір доступних можливостей, правила їх оцінювання та очікування інших учасників. Для пояснення цього процесу запропоновано поняття відкритої стратегічної лабораторії: поля, де інтервенції за неповного знання виробляють спостережувані ефекти, акторсько-специфічне знання та нові програми вибіркової або вимушеної адаптації. Механізм поєднує стратегічну інтервенцію, виробництво й відбір знання, функціональну абстракцію, адаптацію, відповідь і контрадаптацію, зміну простору можливостей та наслідки для міжнародного порядку. Дослідницький дизайн є асиметрично вкладеним: Україна виступає центральним емпіричним вузлом, тоді як Іран–Ормуз і Китай–Тайвань виконують різні порівняльні функції. Український вузол показує, як локальний стратегічний досвід переходить у спільні інституції та відтворювані спроможності; Ормузький вузол висвітлює перетворення порушення доступу на претензію визначати умови доступу; тайванський контур демонструє протилежне й комбіноване навчання до повної активації вузла. Стаття також формулює децентралізовану ревізіоністську конвергенцію та спряжений баланс червоних ліній як кандидатні механізмові гіпотези, не ототожнюючи функціональну сумісність стратегій зі спільним централізованим планом. Головний нормативно-функціональний висновок полягає в тому, що оновлення порядку потребує не лише швидкої та відтворюваної контрадаптації, а й збереження суб’єктності безпосередніх цілей, підзвітності, переглядності та оборотності виняткових заходів. Робота є дослідженням з побудови теорії та формулює перевірювану програму для подальшої емпіричної перевірки.
