The Cost of Waiting: How Delays in SEND Provision Increase Risk for Vulnerable Children is an independent policy report examining how local authority SEND systems recognise operational urgency when children with Education, Health and Care Plans (EHCPs) experience prolonged periods without suitable educational provision.

The report explores the relationship between educational absence, child vulnerability and operational decision-making through a mixed-source policy analysis combining academic literature, statutory guidance, national policy, a contemporary case study and Freedom of Information (FOI) responses from sixteen local authorities across England.

The findings suggest that, whilst educational need determines the provision a child requires, local authorities employ differing approaches to recognising operational urgency when children are awaiting specialist placements. The report identifies considerable variation in operational practice and proposes the Need–Urgency Gap as a conceptual framework describing the distinction between determining what educational provision a child requires and when that provision can no longer safely wait.

Rather than advocating a single national model, the report acknowledges the significant operational pressures facing local authorities whilst considering opportunities to strengthen consistency, transparency and shared learning across the SEND system. Five evidence-informed recommendations are presented relating to national guidance, data collection, recognition of the wider protective role of education, holistic decision-making where vulnerability increases, and a national review of operational practice.

This publication is intended to contribute to policy development and professional discussion amongst government departments, local authorities, inspectorates, researchers, parliamentarians and organisations working across the SEND sector.
