Scholarship Intelligence Report: A Comparative Policy Analysis of Selection Logic, Funding Architecture and Regional Coverage Across Ten Major International Scholarship Programmes

This report provides a comparative policy analysis of ten major international scholarship programmes: Chevening, Fulbright, Erasmus Mundus, DAAD, Australia Awards, Commonwealth Scholarships, Gates Cambridge, MEXT, Türkiye Bursları, and the Chinese Government Scholarship.
 
Instead of reviewing these programmes in isolation, this study treats them as a single, connected system. Each programme was coded against five specific dimensions: leadership emphasis, research and academic merit, development-impact framing, soft-power or diplomacy language, and sector-innovation fit.
 
The analysis reveals that while most programmes present themselves as pure merit competitions, their official documentation shows a strong parallel emphasis on national development priorities, diplomatic relationship-building, and strategic sector alignment. Gates Cambridge remains the clear exception, operating as a privately funded, needs-blind programme without nationality quotas or return obligations.
 
The report also highlights marked unevenness in regional coverage. Sub-Saharan Africa, South Asia, and the Indo-Pacific receive focused, overlapping support. In contrast, Latin America, the Caribbean, and Indigenous communities worldwide are covered only incidentally.
 
This document is structured as a practitioner report with a reproducible methodology. It includes a clear evidence-tier system (Official, Observed, Hypothesis) and is accompanied by a machine-readable coding dataset (CSV) to allow independent verification and future academic extension.
