This independent policy report proposes a lawful reexportation strategy through which Ghana can capture greater value from African and global trade. It introduces a three-zone framework distinguishing legitimate trade facilitation from sensitive and prohibited practices.
The paper introduces and elaborates a central proposal called the Ghana Mall system. The Ghana Mall system combines Ghanaian-controlled foreign-market distribution hubs with logistics, compliance, finance, data, and supplier-development capabilities in Ghana.
The report outlines implementation phases, governance safeguards and policy actions for a pilot. This is an independent proposal and has not been peer reviewed.
