ROOT: A Framework for Closing the Data-Decision Gap in Complex Organizations

Organizations consistently fail to convert data investments into decision quality improvements. This paper proposes ROOT — a sequenced framework addressing four structural deficiencies: the absence of explicit decision architecture (R), the confusion between org chart and operating model (O), the premature deployment of intelligence layers before governance exists (O), and the unresolved trust-territory tension that determines whether the first three can function (T). The evidentiary support is deliberately tiered and declared as such. The framework targets analytics leaders in complex, multi-country organizations operating under data scarcity — specifically LATAM pharma and FMCG contexts — where existing frameworks (RAPID, DACI, Gartner Analytics Maturity) address partial problems without integrating the full causal chain.
