Road construction projects in Biak Numfor Regency face challenges related to material availability, high logistics costs, limited transportation access, and the geographical characteristics of an archipelagic region, all of which affect project time performance. This study aims to analyze the effect of material factors on project time performance, identify the supporting and inhibiting factors, and formulate strategies to improve project time performance. A quantitative research approach was employed using a survey method involving 50 respondents representing project owners, consultants, and contractors. The data were analyzed using Structural Equation Modeling-Partial Least Squares (SEM-PLS). The results indicate that material factors have a positive and significant effect on project time performance (path coefficient = 0.755, T-statistic = 12.970, P-value = 0.000), with an R-square value of 0.594. Material quality was identified as the primary supporting factor, whereas the availability of material quantities was the main inhibiting factor. The recommended strategies include improving material quality, optimizing material planning, strengthening procurement and distribution systems, and enhancing material storage supervision.
