Target Architecture as a Strategic Transition Mechanism
Description
Target architecture is widely used to describe a desired future state, yet many enterprise initiatives treat it as a static collection of diagrams rather than as a governed mechanism for strategic transition. This paper develops a capability-driven Target Architecture Realization Framework (TARF) that connects business outcomes, baseline evidence, capability gaps, integrated target-state design, transition architectures, investment roadmaps, and benefits governance. The framework extends the author's original practitioner formulation by integrating enterprise architecture standards, architecture description principles, roadmapping research, architecture evaluation methods, and benefit realization literature. TARF distinguishes among baseline, target, and transition architectures; defines the minimum set of artifacts and ownership model required for each; and introduces a Target Architecture Quality Index to assess strategic alignment, completeness, feasibility, governability, adaptability, and value traceability. An illustrative enterprise service-platform scenario demonstrates how the framework can convert broad transformation goals into sequenced architectural increments with measurable decision gates. The paper argues that target architecture creates value only when it is maintained as a living decision system that links strategic intent to funded change, delivery conformance, operational evidence, and realized outcomes. The resulting approach supports more transparent investment decisions, stronger interoperability, reduced transformation risk, and continuous adaptation under changing business and technology conditions.
