Before the Data Centre Decision is a public-interest briefing package designed to help municipal representatives, provincial and territorial legislators, federal representatives, public administrators, journalists, and community organizations evaluate proposed data-cententre developments before approvals, infrastructure commitments, incentives, or other irreversible decisions are made.
The package begins from a simple premise: developers typically arrive with legal teams, consultants, economic modelling, draft policies, private briefings, and clearly defined objectives. Public representatives and communities should arrive equally prepared.
The resource provides:

a concise briefing on the public-policy issues associated with large data-centre developments;

immediate precautions for representatives meeting with developers;

a structured question bank covering project scope, ownership, land, electricity, generation, water, wastewater, sound, emissions, employment, taxation, public infrastructure, data sovereignty, security, cumulative effects, monitoring, enforcement, closure, and decision-making;

examples of common incomplete or narrowly framed responses;

Not every question or protection applies equally to every level of government. The package does not require readers to oppose data-centre development. It asks that no major development be approved using only the information, definitions, and policy framework supplied by the developer.
