TA-14 Standards Family Framework (TA14-SF) Version 1.1.1: Constitutional Architecture, Decision Integrity, Family Transparency, Implementation Declaration, and Lifecycle Governance

Description
The TA-14 Standards Family Framework (TA14-SF) defines the constitutional architecture, dependency model, compatibility rules, implementation pathways, adoption bundles, governance processes, and lifecycle management for the TA-14 standards family.
Version 1.1.1 strengthens the framework through publication hardening while preserving the Version 1.1 architectural model. This edition introduces formal family decision records, release checkpoints, incident closure receipts, implementation declarations, governance enhancements, API freshness semantics, expanded validation vectors, a formal conformance annex, and improved machine-readable governance objects.
The framework defines how the Living Authority Standard (LAS), Continuous Admissibility Governance (CAG), Runtime Admissibility Protocol (RAP), Consequence Constitution Specification (CCS), Proof of Restraint (POR), Authority Passport Protocol (AVP), Replay Verification Standard (RVS), Independent Route Replay Reference Specification (IRRS), Registry and Namespace Governance (REG), and Conformance, Assurance, and Certification (CONF) operate as a single governed standards family.
The objective is to ensure that authority, dependency, compatibility, implementation, evidence, replay, registry meaning, and assurance remain independently resolvable while preventing selective omission, dependency confusion, version laundering, unsupported family claims, and architectural ambiguity.
