TA-14 Conformance, Assurance, and Certification Standard (TA14-CONF) Version 1.0.2: A Constitutional Standard for Evidence-Bound Conformance, Independent Assurance, Recognition, and Certification

The TA-14 Conformance, Assurance, and Certification Standard (TA14-CONF) defines the canonical constitutional framework governing evidence-bound conformance claims, independent assurance, organizational recognition, certification decisions, public reliance, surveillance, reassessment, certificate transparency, and lifecycle governance across the TA-14 standards family.

Whereas the TA-14 Living Authority Standard establishes constitutional authority, the Continuous Admissibility Governance Standard preserves authority throughout protected consequence, the Runtime Admissibility Protocol governs interoperable execution, the Consequence Constitution Specification defines constitutional representation, the Proof of Restraint Standard governs evidence-bounded non-execution, the Authority Passport Protocol governs federated authority transport, the Replay Verification Standard governs independent replay verification, the Independent Route Replay Reference Specification defines reference replay-verification implementations, and the Registry and Namespace Governance Standard preserves canonical meaning, TA14-CONF specifies how organizations demonstrate, assess, recognize, certify, supervise, suspend, renew, revoke, and publicly support conformance claims.

The specification defines claim classes, assurance levels, assessor authorization, certification-body authorization, evidence-package manifests, assessment test results, dependency closure, decision records, public reliance postures, certificate transparency, surveillance requirements, reassessment triggers, appeals, complaints, incident governance, executable reference vectors, and canonical machine-readable assurance objects.

The objective is to ensure that every conformance or certification claim remains independently reconstructable from governing requirements, preserved evidence, decision authority, dependency state, registry state, and continuing admissibility throughout its operational lifecycle.
