GARBAGE IN, EMPIRE OUT: WHY AI CANNOT BE ETHICAL UNTIL IT IS DECOLONIZED

Artificial intelligence is not a neutral technology. It is a colonial artifact. Built on training data scraped from a world organized by five hundred years of European colonial domination, AI systems do not merely reflect the biases of their builders. They automate, accelerate, and scale the foundational logic of Racial Empire Logic, the structural rule set that preserves whiteness as the default authority across global institutions, knowledge systems, economic arrangements, and now, computational architectures. This paper argues that AI cannot be made ethical through reform, fairness audits, diversity initiatives, or constitutional documents applied to fundamentally colonial systems. Ethical AI requires decolonization at the architectural level, beginning with the epistemological foundations of what counts as knowledge, whose experience counts as data, and whose communities have governance authority over the systems that affect their lives. Drawing on the Pluriversal Operating Framework and the Decolonial Intelligence Algorithmic Framework, this paper develops a four-layer analysis of how colonial logic enters AI systems through inheritance, conditioning, suppressed survival knowledge, and extractive construction practices. It then proposes a decolonial architecture for AI development that centers the knowledge systems of the global majority not as supplements to Western epistemology but as foundational design principles. The paper concludes that the only path to ethical AI runs directly through decolonization, and that decolonization in this context means not the reform of existing systems but the construction of fundamentally different ones, built on different epistemological ground, governed by different communities, and evaluated by different standards of what intelligence, benefit, and harm actually mean.
