TA-14 Authority Passport Protocol (TA14-AVP) Version 1.0.2: A Constitutional Protocol for Federated Authority Exchange, Local Re-establishment, and Protected Consequence

The TA-14 Authority Passport Protocol (TA14-AVP) defines the canonical constitutional protocol for transporting bounded authority context across organizational, sovereign, autonomous, and distributed trust boundaries without transferring execution authority.

Whereas the TA-14 Living Authority Standard establishes constitutional authority, the Continuous Admissibility Governance Standard preserves authority over time, the Runtime Admissibility Protocol governs runtime interoperability, the Consequence Constitution Specification defines constitutional representation, and the Proof of Restraint Standard governs evidence-bounded non-execution, TA14-AVP specifies how Authority Passports are issued, transported, accepted, narrowed, revoked, replayed, and independently verified across federated environments.

The specification defines passport lifecycle states, federation trust levels, monotonic authority narrowing, consequence budgets, local re-establishment requirements, authority acceptance receipts, revocation receipts, closure receipts, verifier interoperability, conformance profiles, executable reference vectors, and canonical federation objects.

The objective is to ensure that authority context may travel across trust boundaries while execution authority never does. Every receiving domain remains constitutionally responsible for independently re-establishing admissibility before protected consequence may occur.
