Why Egypt Needs a National Agrivoltaics Standard: Learning from the Italian Precedent

Description

The rapid global expansion of agrivoltaics has outpaced the development of harmonized technical standards. At the international level, no dedicated ISO standard yet exists; at the national level, only a small number of countries, notably Italy and Germany, have published dedicated technical documents. This paper examines the structural implications of this standardization gap for African agrivoltaic deployment, with particular focus on Egypt. Drawing on the Italian precedent (CEI PAS 82-93) as a directly comparable Mediterranean national experience, and referencing the parallel German precedent (DIN SPEC 91434), the paper proposes an exploratory pathway for initiating a national standardization process in Egypt, anchored to the Egyptian Organization for Standardization and Quality (EOS) and aligned with Egypt's participation in the African Agrivoltaics Platform Initiative (AAPI). The paper argues that a national technical specification would function not only as a technical instrument, but as an enabling governance mechanism reducing regulatory uncertainty, improving investment readiness, and creating a shared reference point for developers, regulators, financiers, and farmers. It represents the first paper in a five-part standardization series developed under the Egyptian Agrivoltaics Initiative (EAI).

Abstract (English)

This paper is Paper 1 in the Egyptian Agrivoltaics Standards Series, a five-part standardization series developed under the Egyptian Agrivoltaics Initiative (EAI). The series is designed to build, incrementally and openly, the technical and governance foundation for a national agrivoltaic standardization pathway in Egypt. Forthcoming papers will address: Paper 2 (Governance Requirements), Paper 3 (Technical Requirements), Paper 4 (Monitoring, Reporting, and Verification Requirements), and Paper 5 (Certification and Compliance).
