ABSTRACT: 
For most of the web's commercial history, publishers accepted a simple exchange: allow a search engine to index a page,
and receive human visitors whose attention could be sold to advertisers. That exchange assumed a person at the end of
the request. It is now breaking. Retrieval-augmented assistants answer questions without passing a click onward,
autonomous agents fetch pages on a user's behalf, and by mid-2026 automated traffic had overtaken human traffic across
a large share of the web. An impression that no human sees is worth nothing, yet the cost of serving machine readers has
risen sharply. This paper asks what can replace advertising once the reader is a program rather than a person. It argues
that the unit of monetisation shifts from attention to access, and that metered, pay-per-request micro-transactions settled
at the machine layer are the most plausible successor. Building on the revival of the dormant HTTP 402 status code and
the settlement rails now forming around it, the paper sets out a design framework covering the unit of sale, price
discovery, settlement, agent identity, spending authorisation and auditable records. It closes with the unresolved
tensions: the historical failure of micropayments, the concentration risk in facilitators, and the equity gap between large
and small publishers.
