Description

The TA-14 Runtime Admissibility Protocol (TA14-RAP) defines the canonical runtime protocol for implementing the TA-14 Living Authority Standard and Continuous Admissibility Governance across distributed, autonomous, organizational, and physical systems.

Whereas the TA-14 Living Authority Standard establishes the constitutional foundations of authority and the Continuous Admissibility Governance Standard defines the continuous preservation of admissibility throughout protected consequence, TA14-RAP specifies how independent systems exchange, evaluate, reserve, commit, execute, observe, and replay authority during runtime.

The specification defines canonical runtime objects, authenticated message envelopes, transport-independent protocol semantics, HTTP and event-driven bindings, capability negotiation, authority leases, consequence reservations, credential capsules, replay packages, receipt graphs, deterministic event ordering, runtime error models, interoperability requirements, protocol conformance, and cross-organizational authority exchange.

The objective is to ensure that runtime execution cannot bypass constitutional authority and that every protected consequence remains independently verifiable through standardized protocol interactions.
